ROBERT D. SHEA, Partner ARCLIGHT SECURITY MANAGEMENT CONSULTANTS, brings over thirty three years of investigative, consulting and teaching experience to the national and international business community. He had a career spanning over thirty three years with the Federal Bureau of Investigation. For twenty four years Mr. Shea was assigned to the FBI New York Office Bank Robbery Squad and was an original member of the famous FBI/NYCPD JOINT BANK ROBBERY TASK FORCE, the first task force formed in the history of the FBI and the model for subsequent federal, state and local task forces. Five of these years, he served as the bank robbery and bank burglary coordinator directing all complex bank robbery and bank burglary investigations in the New York area. During that time, he also conducted complex investigations into kidnapping, investigating some of the first international parental kidnappings, extortions, terrorism, product tampering, civil rights investigations and sexual exploitation of children. Due to Mr. Shea's expertise in kidnapping investigations, he was selected by the FBI, as the technical advisor for the movie "Ransom". For five years Mr Shea was the FBI violent crime/bank robbery coordinator for the International Law Enforcement Academy located in Budapest, Hungary. As such, he has trained over three thousand high ranking police officers from twenty five former Soviet countries. As a result, Mr Shea has close relationships with high ranking law enforcement and governmental officers throughout Central and Eastern Europe.
SCOTT GREISMAN, Partner ARCLIGHT SECURITY MANAGEMENT CONSULTANTS, brings over twenty years of investigative, management and coordination of multiple site events to the national and international business community. He had a career spanning twenty years with the New York City Police Department. As a Police Officer, Scott has been assigned to plain cloths, investigating violent street crimes. As a Sergeant and Lieutenant he was assigned as a Narcotics Unit team leader and a Narcotics Squad Commander investigating narcotics trafficking in the borough of Brooklyn. In 2002 Scott Greisman was promoted to Captain and was assigned to the 120 Precinct as the Executive Officer placing him in the position to organize and manage a multi level organization and Served as Incident Commander for large-scale disaster incidents; authorized the use of non-lethal weapons; barricaded perpetrator searches; initiated missing persons investigations; supervised the investigation of suspected explosive devices and resolved conflicts without loss of life. Scott was then chosen to be the Commanding Officer of the Patrol Borough Staten Island Task Force. As the Commanding Officer of the Task Force he was in charge of a specialized unit trained to handle large scale riots, crowd control, site security, Chemical, Biological and radiological events and the quick remediation of crisis incidents. He also managed multiple site security operations utilizing state of the art surveillance equipment.
JERRY BIVONA, Partner ARCLIGHT SECURITY MANGAMENT CONSULTANTS brings over twenty years of investigative and management experience within the field of law enforcement as well as over fifteen years of experience in the construction management industry. Mr. Bivona started his career in law enforcement in 1983 as a member of the New York City Transit Police Department. The New York City Transit Police Department was responsible for all areas of safety and law enforcement of the second largest subway system in the world, carrying over 1.2 billion passengers per year. While working within the Transit Police Department he rose to the rank of Lieutenant being directly responsible for several specialized units including plainclothes Anti Crime Units, Surveillance, and decoy operations. Jerry was also instrumental in the development and coordination of various projects designed to improve the delivery of police services to the public. Mr. Bivona also developed and conducted lectures/ seminars pertaining to safety issues, emergency response plans for major disruption in subway service and awareness of the criminal mindset. In 1998 Jerry was assigned to the Narcotics Division Brooklyn South as a Narcotics Squad Commander where he oversaw and conducted daily narcotics investigations pertaining to sale and trafficking of narcotics. He was assigned to several major cases relating to organized crime. Mr. Bivona conducted on going training and staff development and assisted employees in developing skills essential for quality performance. Jerry Bivona also has a vast knowledge within the construction management industry. Since 1992 he has managed and overseen all phases of operations for large scale residential construction jobs throughout New York and Florida.
BOBBY LIBERTELLI, Board of Director, ARCLIGHT SECURITY MANAGEMENT CONSULTANTS, brings over nineteen years of investigative experience along with covert and overt surveillance techniques and technical electronics surveillance to the national and international business community. His career and experience with the New York City Police Department covered numerous areas which are of concern to today's business world. Bobby Libertelli received his technical education from the DeVry Technical Institute where he completed extensive computer and component level programs. Bobby joined the New York City Police Department in 1989, where he was assigned to plain cloths investigating violent street crimes. Bobby went on to be promoted to Detective where he was assigned as a Narcotics Investigator, investigating narcotics trafficking throughout the City of New York, conducting both short and long term case investigations. In 1997 Bobby was chosen to join the New York City Police Departments highly specialized Technical Assistance Response Unit where he was trained in all aspects of video and audio surveillance. His training in covert and overt video and audio surveillance was utilized to investigate the most sensitive criminal cases in the New York City Police Department. Bobby has implemented and monitored wire taps and has assisted numerous law enforcement agencies during his police tenure. His professionalism and experience led him to be promoted to Second Grade Detective while during his Technical Assistance Response Unit assignment.
FRANK KELLY, Board of Director, ARCLIGHT SECURITY MANAGEMENT CONSULTANTS, brings over nineteen years of street crime investigative experience, along with gang identification and enforcement to the national and international business community. His career and experience with the New York City Police Department covered numerous areas which are of concern to today's business world. Frank Kelly joined the New York City Police Department in 1989, where he was assigned to plain cloths investigating violent street crimes. Frank went on to be promoted to Sergeant where he was assigned as a Street Crime supervisor managing multiple units investigating the most violent street level criminal trends in the city. Frank was also assigned to supervise specialized Auto Larceny units deployed to investigate stolen vehicle crime patterns. Frank went on to supervise the cities gang problem as a Gang Division supervisor and was promoted to Lieutenant where he was chosen to remain as both the Executive Officer and Commanding Officer of the Brooklyn South Gang Unit managing and coordinating the identification and investigation of New York City’s violent gangs. His training in undercover operations and surveillance has been utilized to arrest and mitigate gang violence through out the city of New York.
